  • What is the landlord's responsibility for getting an apartment ready for a new tenant? For instance, painting, carpet, replacement of stove coils and plates. I'm wondering as a landlord is charging me as the exiting tenant to paint and prime the ceiling above the stove, two stove burner coils and range dishes. They are also trying to charge me $495 for a burnt mark in the rug that I did not do as I don't smoke. Is this legal?

Hi. Sorry about the delayed response. We just uncovered a bug in the system that led to questions not being posted for admin's to answer. However, we were able to uncover the questions and wanted to take a moment to answer your question.

After talking with our Ordinance Enforcement Division, I was able to acquire some information that could be helpful. It's the tenant's responsibility, prior to signing any leases to review the property and note any defects within the property. Again, we recommend documenting any of these defects and working with the landlord to ensure they're noted in the lease agreement. If this was all noted as part of the lease agreement then you would need to file a civil case.

For more information, you can contact Ordinance Enforcement via phone at 814.234.7191.

Also, if you're a student there are various resources that can assist you in this matter. All that information is on page 24 of the LION Guide.

  • I created an account for your website after reading my 2019 local income tax return because information with the return indicated that I could file electronically by logging on to "www.statecollegepa.us" to find further information, and "see what we have to offer you." FYI, I was unable to find any information that would allow me to file my 2019 local income taxes on your website so I have again filed them on paper as I have done in the past. I recommend that someone make access to this information more transparently available on you website.

Thank you for taking the time to reach out. In the next month, we will be undergoing a website redesign. The goal of this redesign is to address the way that content is organized on the website. We hope through this process, we can alleviate some of the issues you presented in your question.

  • Hello, my name is Connor Donlon and I am a reporter for the Daily Collegian at Penn State University. As a result of new construction near at HERE downtown, there are limited parking spaces available. I was wondering how this will affect local businesses. Also, were any of the local businesses consulted? Thank you.
